Safe mode is a special recovery mode that Windows enters when a driver for one of your laptops components isn’t working. To give you a chance to repair the damage, Windows will go into “safe mode”, a state where all unnecessary drivers are disabled. That’s why your screen resolution looks horrible and devices like webcams, external keyboards/mice, and sometimes even your network card won’t work. Fixing a laptop that’s stuck in safe mode is usually a matter of figuring out which drivers or devices are causing a conflict and fixing or removing them. Alternately, a Windows OS reinstall will fix a safe mode loop quickly and easily.
